MISSIONS
The Health & Safety Manager is responsible for developing, implementing, and overseeing health, safety, and environmental (HSE) policies and procedures across all mining operations.
The role ensures full compliance with local and international safety regulations while fostering a strong culture of safety excellence.
The HSE Manager leads risk assessments, incident investigations, and training programs to reduce workplace hazards and ensure a safe and healthy environment for all employees.
RESPONSIBILITIES
Health & Safety Compliance
- Ensure full compliance with local, national, and international health and safety regulations.
- Develop, maintain, and update HSE policies, procedures, and standards aligned with industry best practices.
- Liaise with regulatory authorities to ensure all permits, audits, and inspections meet legal requirements.
Risk Assessment & Incident Prevention
- Conduct regular risk assessments to identify potential hazards and apply preventive measures.
- Oversee the development and implementation of safety management plans to control operational risks.
- Lead incident investigations, identify root causes, and implement corrective actions.
Safety Training & Awareness
- Design and deliver safety training programs for employees, contractors, and management.
- Organize toolbox talks, workshops, and safety drills to reinforce safety culture across the site.
Emergency Preparedness & Response
- Develop and maintain emergency response plans for fire, hazardous materials, and mine rescue situations.
- Conduct emergency drills and evaluate their effectiveness, ensuring continuous improvement.
Workplace Monitoring & Inspections
- Conduct regular site inspections and safety audits to detect and correct unsafe conditions.
- Ensure the proper functioning of safety equipment and PPE availability.
- Monitor environmental hazards (dust, noise, chemical exposure) and implement control measures.
Reporting & Documentation
- Maintain accurate records of incidents, training, inspections, and compliance documentation.
- Prepare and submit safety performance reports to senior management.
- Track key HSE indicators (incident rates, near-miss frequency, corrective action completion).
Stakeholder & Contractor Management
- Ensure contractors and vendors comply with site safety standards and regulations.
- Collaborate with operations, maintenance, and engineering teams to integrate safety into daily activities.
QUALIFICATIONS
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Mining Engineering, or related field.
- 10+ years of experience in HSE management, preferably within the mining sector.
- In-depth understanding of Senegalese regulations, especially those governing mining and business operations.
- Proven experience in implementing and managing safety programs for large-scale operations.
- Strong knowledge of safety legislation, risk assessment, and emergency planning.
- Ability to conduct incident investigations and root cause analyses.
- Excellent strategic, problem-solving, and decision-making skills.
