  • Market Value: From FCFA 26,751,859 to FCFA 41,490,559 equivalent to grade FSN-10 (no relocation benefits; see page 8 for benefits). In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Senegal. Final compensation will be negotiated within the listed market value.
  • Period of performance: The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to the availability of funds, the need for services and performance. The base period will be for one year, estimated to start on o/a December 1st, 2024. Based on Agency need, the contracting Officer may exercise an additional option period for four years for the dates estimated as follows:


Base Period: o/a December 1st, 2024, to November 30, 2025
Option Period 1: o/a December 1st, 2025, to November 30, 2029

  • Place of performance: USAID Mission, Ziguinchor, Senegal, with possible travel as stated in the Statement of Duties.
  • Eligible offerors: USAID policy is that a Cooperating Country National (CCN), meaning an individual who is a cooperating country (Senegal) citizen or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country (including citizens of ECOWAS member states) may apply. A CCN is preferred over a local-hire Third Country National (TCN) in order to integrate the foreign assistance effort into the community, enhance the skills of the cooperating country’s population, and contribute to the local economy. A local-hire TCN must only be used when qualified CCNs are not available. Therefore, CCN applications will be screened first. If qualified CCNs are not available, USAID will consider applicants from TCNs.

Basic function of position
The Field Program Development Specialist (F- PDS) position is an essential part of USAID/Senegal bilateral program operations. The incumbent serves as support to the field office and advises/assists the mission field officer in the coordination of all field operations to implement USAID/Senegal’s strategy and programs. The incumbent will particularly support the field coordinator to advance locally led development by deepening engagement with host country government counterparts, local partners, private sector entities, and civil society to help ensure that USAID’s activities at the regional level are aligned with regional priorities.

The field-based Program Development Specialist is supervised by the bilateral USAID/Program Office (PRM) Director, or its designee.

The field Program Development Specialist will support the field coordinator to play a cross-cutting coordination role across sectors, to ensure that USAID’s partners are working together to help partners implement USAID’s program cycle to maximize results. He/She will assist the Field Coordinator in ‘Telling Our Story’ to amplify program awareness with USAID staff, the Development Outreach  Communications team, and partners. He/She will also advise partners on USAID processes and procedures, in collaboration with staff in headquarters.

A F- PDS will be based in each regional office (Saint Louis, Ziguinchor, Ziguinchor, Ziguinchor, and Kolda) and work closely with the Field Coordinator.

The job may be expected to perform work-related travel.

Major duties and responsibilities
External Relations: Partner Engagement, Cooperation and Coordination (30%)

Under the coordination/supervision of the field coordinator the F- PDS:

  • Helps stakeholders have the appropriate level of understanding, appreciation, ownership, and engagement in USAID programs. He/She Advises and mentors local government officials and other partners on technical and sectoral issues as well as USAID coordination.
  • S/he monitors the synergy plans developed between USAID interventions and local development plans to improve service delivery.
  • S/he coordinates capacity building to local organizations to increase USAID engagement with local organizations.
  • S/he supports the Field Coordinator by establishing and maintaining contacts with representatives of local government and local communities as well as, other donors, NGOs, USAID institutional contractors and grantees, and other USG agencies.
  • The F- PDS will help coordinate with host country government counterparts, civil society, and private sector, including, regional entities such as the
  • Regional Development Agency (ARD) to align USAID’s efforts at the regional level.
  • S/he supports the Field Coordinator to prepare and hold the regional joint portfolio reviews of USAID programs with the GOS, and partners, as needed.
  • S/he supports the Field Coordinator to prepare the report to the Mission on its relationship with Senegalese local government, including direct financing agreements. This includes assistance and facilitation of dialogue between USAID and the GOS to resolve strategic, administrative, policy and budgetary issues arising during implementation.

DOC: Communications and Event Management (25%)

  • S/He will support and help implement USAID’s  communication strategy in the field in collaboration with the Field Coordinator.
  • When relevant, will liaise with the DOC team to collect communications products (photos, videos, quotes etc) at events and field trips that DOC team cannot attend.
  • S/He will support the media engagement at local level in collaboration with the Field Coordinator (media coverage of events, press conference, follow up of media publications and broadcasts etc) when necessary.

Monitoring, Evaluation, and Learning (MEL); compliance support; and advising (15%)

  • The F- PDS under the coordination of the Field coordinator in the region is expected to work with USAID management and technical offices to support the MEL of current programs and advise new programs. The F- PDS will help provide and apply information, guidance, and analysis, and make recommendations based on learning to USAID management and technical offices as needed to improve implementation.
  • The incumbent supports the MEL of activities with the local government

Strategy and Design (15%)

  • The incumbent works in partnership with Program Office management on regional strategy formulation, planning, and review, including support to teams to develop scopes of work and serving as Contracting Officer Representative or Activity Manager for task orders to conduct analyses.
  • S/he also assists or helps the Field Coordinator to implement mission regional strategy, working groups; leads consultations with the local government, donors and other partners present in the region on the strategy and ensures USAID strategy reflects regional context challenges; and aligns efforts with Government of Senegal (GOS) priorities.

Logistics, administration, and hosting (15%)

  • Handle logistics, prepare materials and deliver briefings for visitors, including high-profile visitors. Facilitate effective visits through proactive, detailed event planning and execution.
  • Responsible for all administrative and accountability requirements related to USAID office operations and ensure that these are handled in accordance with established policies and procedures provided by the Executive and Financial Management Offices in  Dakar.

Supervision Received: All work is performed under the general supervision of the PRM Office Director, or his/her designee. The Supervisor reviews all work for adherence to general policies and procedures, and provides guidance on overall objectives, priorities, and deadlines. The incumbent’s work is accepted as technically accurate without detailed review.

Supervision Exercised : The incumbent is not expected to provide any day-to-day supervision.

Physical demands

The work requested does not involve undue physical demands.

Qualifications required for this position

  • Education: A Minimum of Bachelor’s Degree (University Degree) or the local equivalent at least is required, with a major in Project management, Statistic, Socio-economics, business administration, Project management, or a related development field required.
  • Prior Work Experience: Minimum five years in program operations and/or partnership development is required, with at least three of those years working with an international organization. Experience with local government and/or civil society required Incumbent must have experience in supporting program operations, which may include planning, design, monitoring, evaluation, learning, compliance, oversight, communications, and/or budget is required.
  • Post Entry Training: Short Term Training to learn USAID’s procedures and regulations is required during the incumbent’s tenure.
  • Language Proficiency: Written and Spoken level IV French and English is required.
  • Job Knowledge: The incumbent must have a thorough knowledge and understanding of the socio- economic environment of Senegal. The incumbent will possess thorough knowledge of USAID regulations, policies, goals and procedures, particularly with regard to the programming, budgeting and performance measurement systems, so must be able to learn complex systems in English.

Skills and Abilities : The incumbent must demonstrate strong analytical skills and the ability to conduct negotiations on major operational matters with local officials of the government, the private sector, and the donor/client communities and the flexibility to deal simultaneously with a wide variety of disparate problems. The incumbent should have the ability to develop and maintain an extensive network of contacts with the GOS. The incumbent must have the ability to plan, advise, and organize events and activities; to seek out opportunities and act promptly; to render advice with detachment and objectivity; and to operate efficiently and effectively in a multicultural organization. They must work under pressure to juggle multiple priorities and meet tight deadlines. The incumbent must have the ability to ensure that key USAID processes, regulations, and requirements are met by customers and partners. Proven experience as a team member and in providing support to client teams and organizations. The incumbent must have strong analytical and management skills, strong detail orientation, and proven multi-tasking abilities. The incumbent must be knowledgeable of and able to effectively use word processing and data management systems and applications. Knowledge of the Google suite required.
